It's wasteful to use avian and gas in Enhance Action D's. The organic and inorganic category is so diverse that there's certainly a superior alternative to any avian and gas you may have. I've never had a complaint or even question about whether or not my buff packs were of the same duration. Customers only care about 2 things: The power and duration of your weakest buff so they know how long they can hunt before the "magic 6" is no longer in effect.

Neither gas or avian has a UT value which reduces the number of charges you can get from the final Action D assembly. I generally use a flora and mineral combination. Flora generallyhas OQ, PE, and DR. Minerals such as Steel have OQ, DR, and UT. One of the best flora's to spawn on Valcyn had 996 (maybe 998) OQ, 961PE and 9xxDR (Laise?). Great stuff. Combinaed with (Arit) Steel of 971OQ, 948UT, and 901DR you end up with a very nice Enhance Action D. Arit isn't the best mineral but it's pretty good and I have a decent amount of it. There is far more high quality mineral than gas floating around. Definately more high quality flora than avian meat. Avian meat is generally the most expensive single resource required for construction of Enhance D Packs. Why waste it?
