This might be off topic a bit but this is kind of an old post anyway.

So, if 2 people are grouped with enough pets to get the Janta missions, wouldn't the payout scale back to that of one person once they disband. I thought that was how the new system worked. In other words I think the payout would be cut in half.

Nope, it would stay the same. The mission difficulty would stay the same and the number of NPC's would also stay the same. This has already been tested and confirmed by myself and a few friends.

Now if we can only get a few MCH to catch on. Although it might be kind boring for them to just sit around.
