I apply my Health and Action last also. Reason being, that I've had people run off thinking their buffs were complete (mostly noobs) but I use it as a reminder to myself. i also place my buffs in my toolbar, and I always make sure to start with an even number of buffs per statistic, i.e. health - 25, action - 25, stamina - 25 etc. That way I can visually keep track of each stat as I apply them.
