I do mine top down on stats.
health
strength
constitution
action
quickness
stamina
I run a macro for buffing, so it works that way for me. If I did all the secondaries first, I might screw up the health subs as they look alike.
I never did that before, either

I do health first and action last. The others are in order as listed in the Ctrl-C (character scrren).
It doesn't make a whole lot of difference but you can't see if the secondary stats are buffed after you do them, only look at your logs. So with Health first it is easy to see if the first one kicked in, and with action last as it is easy to see when I am done.
This doesn't replace looking at the logs completely but it is also nice for people walking by that they can see healh buffed and action not buffed so they can get a clue I am in the middle of a buff. That is if they don't read my macro text. When I do buffs I wisper the name of the attribute I just buffed and a x/6 so they can see how far along the buff process they are. I think that helps pass the 2 minute wait while buffing. Observing the progress is better then stairing off into space. We spend enough time dreaming of our new flying vessels,

when I buff, I tend to but the shortest duration one last, as sometimes the time on the action is a few minutes different. and, since I like to alternate between the types, I go Strength, Quickness, Constitution, Stamina, Health, Action -- the reasoningbeing this:
Strength and Quickness come first because they're "less important"
Constitution and Stamina are in the middle since they provide the regen improvement.
Health and Action are at the end so I can abort the macro before they get those if they haven't paid me yet.

I don't like to run a spam while buffing but I love drawing a crowd, so I use my action set first, then Health. I love the attention I can get when each person keeps saying "damn nice buffs" when that 2600 action buff lands first. It's also served the bonus of being my pack with the highest charges, so if Bivoli runs out or the person has 250+BF I can reapply once the situation has been fixed without harming the number of sets I'll get out of my packs.

I buff in the order of the character sheet window, just because it's an easy to remember order for me.

str/con first then health.
quick/stam then action.
i do it this way so i know whether i have done someone by looking at their ham bar.. it wont do their primary until secondaries are done.. so if their health is done.. but not action..i know roughyl whats left to do.
i do use a macro though.. just sometimes it messes up.
quick/stam then action.

I always applied action first, because it almost always had the longest duration. If my enhance packs had different durations I'd always try to buff in order of duration, longest to shortest, so the buffs would be closer to running out at the same time. If they're all the same duration I'd buff strength and quickness first, then constitution and stamina, and then action and health.
Most damage goes to health, so you need that to last the longest, action is also part of the HAM, so you need that to last as long as possible too, so if everything has the same duration I'd apply those last. Then, I think regeneration is more important than HAM cost, because you can see your HAM falling and realize you need a rest, so thats why con and stam should last second longest. Str and quick can last the shortest because if they run out first, you'll definitely know it when all your specials start costing a whole lot more, so when your buffs start wearing out in the middle of the fight you won't suddenly be screwed, you'll have some time to back off a little and check your remaining buff times and go look for new buffs.

I got into the habit of buffing myself long before I buffed anyone else. I found that doing all substats then action then health I saved myself the trouble of dying cuase my buffs faded. The subs fade first and I can see missing icons in my buff window. At that point I know to make a tactical withdrawal.

Because of how I make my buffpacks, my Action pack has a duration of 3h45m, the rest have a 3h25m duration. So, just to keep everything semi in order (and apply the action first), I go:
Action - Health - Health Substats - Action Substats
Action - Health - Health Substats - Action Substats

I go Health>Action>Strength>Quickness>Const>Stanima because this way they line up nicely on the buff window! Health and its substats on theleft side, action and its substats on theright side, unless of course you have already eaten or drank someother foods/drink, then it throws it all out of wack
