What are the stats on the following resources and sub components you are currently using:
Avian Meat - OQ/PE/DR (890~/900~/880~)
Reactive Gas - OQ/DR (998/750)
Adv. Biologicial Effect Controllers (ABEC) - charges/power (22/15)
Lokian Wild Wheat stats - OQ/PE
Tatooinian Fibreplast stats - OQ/UT
Adv. Chemical Release Duration Mechanism (ACRDM) - power (69)
Herbivore Meat stats - OQ/PE
Class 4 Liquid Petro Chem - OQ/PE
Adv. Solid Delivery Shell (ASDS) - power (68)
Dolovite Iron stats - OQ
Domesticated Oats stats - OQ/PE
These are the 5 items what govern your enhance pack. The stats marked in yellow are from my last buff pack run, made a pack of 31 charges, 896 base, 12.4k duration and med use 89. (Note I am a 12 pt Doctor, 1 extra pt used both in charges and med use for lowering)
If you prove your stats we can help you figure out why.

Do you mean how many people I can buff with a set of those or how many set did I made?

First, selling the leftover packs has provided a great boon. Little more money to help cover the cost of being a doc.
Second, I wish I could go lower on the BEC power, but I can't if I want to stay compeditive
. Having an extra 5-10 charges a pack would lower my resource usage per buff by quite a bit, but all the docs on Radiant hit between 2200-2500 with bivoli, so that extra bit of power helps me stand out (even though you and I both know that for most PvE fighting, 2k is all you need). Going rate for a buff, even at the 2500/3h25m mark, is still only 10k-11k on our server 
I do craft special long duration buff packs for entertainers. They hit for around 2k, and last 3h40m. Those I use special 11/20 BECs on, and usually get around 31 charges without any trouble. The entertainers really like the long duration on those 
I also did a special run of Janta Long Duration packs once. They hit for around 2300, lasted 3h40m, and I sold the buffs for 13k each without trouble. Used up a bunch of 100/10 blood that was taking up space, so I could store some really nice stuff (like the set of 151/13s I just got) for later
