So i just mastered Docand im confused why i cant make decent buffsi have high quality materials but they just wont turn out well does anyone know of a good online tutorial or guide on how to make high quailty buffs

Also are you using +25 clothes, 110 med droid, how many points do you have for experimentation 10, 11, or 12, are you using bivoli when buffing? Also do you live in a research city? There are lots of things you need to do to make good buffs. Help us out by telling us what your doing now....
so for your resources make sure OQ, PE, and DR are as high as you can get.

i got 737 adn about 17 uses
I am master doc have gotten no extra expermentation poinbts not really sure how all that works
I am not using clothes but plan to get some
I have a 110 med droid
I am using Bivoli

The biggest factor in enhancement packs. For your avian(organic in Action packs) look for the highest OQ and PE then a good DR.

Not too bad I suppose if you just want to buff yourself and hunt. It really comes down to not having good resources is what will always be the problem. For now I'd suggest buying from an older doctor and biding your time until good resources spawn. When they do spawn mine/hunt the crap out of them and start building up enough to produce buffs. For refernce my current BEC's are 21charge 17 power, SDS are 71 power, and my CRDMs vary from 55-60 power depending on what herbivore meat I use. All these plus decent avian and I can hit 870-890 power packs.
For now don't even worry about trying to craft buffs...just buy them from someone and build up your resources. Also be sure to check out the stickied threads up top specifically this one which will give you the exact formulas for how important resources are in high end schematics.

one more question for you docs: when I buff, I have 2 pieces of clothing, meaning my wound treatment WITHOUT bivoli is at 150. Is that the cap? Or should I be eating bivoli with the 2 pieces? I haven't noticed a difference in buffs. WIth bivoli and my clothes, I'm at 175 Wound Treatment. Is the bivoli just a waste of money?

Your clothes can only give you a +25 bonus. If you are wearing clothes that add up to +50, then only the first 25 count and the extra 25 points are ignored completely.
The bivoli works in addition to the clothes. So, if you have +25 clothes and +20 bivoli, then you will get a +45 bonus.

I'll try to help a bit 
First, a bit of a qualifier: My buffs are not 'uber' currently, they are just in the 'very good' rating in my opinion.
I currently make packs around 920-930 base power, 3h-3h30m duration. 20 uses a pack.
How did I get this level?
First, I craft only advanced subcomponents.
Advanced Bio Effect Controllers (around 21 power, 12 charge or so)
Advanced Chemical Release Duration Mechanisms (always above 60, last batch was 64)
Advanced Solid Delivery Shells (I think they're at 70 something power)
Next, I'm using quality resources.
Avian Meat: OQ and PE both over 950, DR is around 700.
Reactive Gas: OQ and DR both over 950.
I wear a crafters apron with +5, a skirt with +3, a pair of shoes with +5. That gives me +13 overall, giving me 11.3 points to craft with. Since SWG rounds down, that comes out to 11 points, and a bit better experimentations usually. The apron was relitivly easy to get, just costly. The rest took me EONS to get
I use +15 crafting tools (best possible) and a +44 crafting station in my house (again, costly, but worth it).
When I craft, I do one pack at a time, every 30 minutes. I craft one point at a time. The reason for this is I drink 4 of the +crafting drinks (can't remember the names) throughout experimentation. Usually at point 4, 6, 8, and 11, as the first 3 is where I experience the most crit fails (for some reason), and the last one to give it a chance of getting that last great boost.
EDIT: I usually put all my experimentation points into the quality of the pack (the last bar at the bottom), any leftovers go into charges. This allows you to get the highest buff you can. If you're a master doc, you'll probably make a pack below the 100 cap you have for med use, and won't ever have to worry about experimenting in that line.
If I succeed, I make a schematic and do a run in my factory. If I fail, even once, I tend to just craft the pack and sell it on my vendor, someone always buys my mess ups

I always feel like I'm using up massive ammounts of resources, even if I'm not. Even with a 20 run of health buff packs, without a single fail, that's only 588 units of avian, and the current stack has around 30k left in it. I'm still very careful with my resources, and use other lower quality stuff for EVERYTHING other than my Buffs. Yes, my stimpacks only get around 970 because of this, but they have 60+ charges (ABEC experimented to 11 power/20 charge) and are decent enough for me to use in any situation.
When I buff people, I use a 110 med droid, a special order dancers leotard with +25 wound treatment (it's pretty, and it cost a fortune), and +25 bivoli. The Bivoli I go through like candy. At only 15 min per use of it, even with the endless lines I get sometimes, I still fear I'm going to exaust it too fast
. Every once in a while, I do grab some havla (makes me buff really really fast), but that's rare that I have any.

It took me a year of playing, and a lot of work to get to this level. Trust me, go slow, don't look for an 'end game' in this quest to come too soon. Get yourself making some nice 800 buff packs, head over to Coronet and do a buff line for a bit. You'll end up with a good paycheck from it, and you can hopefully go out and buy some nice resources with it, and start over
Expect the levels to go up slow at first (800, then 810, 820, so on) then you'll be right up there with the rest of us giving great buffs

All the other advice is spot on (including selling the 'leftover' packs...didn't think of that) but I have one alternative. On Tempest therepeople are still hitting 900's when the average is like 870-885. I could hit right about 899 or 900 if I invested my BEC's like aradz does but I choose to make my BEC's 21charge/17power for a reason. Instead of maybe 50 more points on the buffs I give my customers alot more charges (usually 30 total). I've had people come back and tell me they like my stuff because of the extra charges. I may not make the highest buffs, but I, personally, would rather have charges over power. Of course this is all about what you think your customer wants and what you prefer...just thought I'd throw another perspective out there. And by no means think I'm saying mine is 'right' or whatever, just wanted to make sure you thought about each side when crafting your enhancements.
