when you create the file in notepad, remember to changet the file extension to .cfg. also ... to get it to work make sure the file is saved in the main star wars galaxies folder.

start the first instance of SWG as normal. Once the first instance is loaded up and running then I open the second instance. I have had no problems running it this way. The only other thing I can suggest if you are still having problems is check the syntax of the file you created. The spelling and capitalization must be as posted above. If all this is correct, the try running a full scan from the launch pad.
