If by fixing this you mean taking the experimentation out of master medic that's great, but anywhere else and that's going to suck real bad.
I think its a GOOD incentive to put extra experimentation at master medic so people will have a reason to MASTER MEDIC, but should you decide to not master medic you should not get penalized with the -1 experimentation point. Leave it the way it is, it's a good compensation
