the organic and inorganic (or fibreplast for D's, whatever you use for the final combine) is what decides the medical skill.
It seems tied into effectiveness in the combine stage but seperated out in the experiment stage.
When i use top quality resources for my final combine (currently 998/998 org, 973/954 inorg) i usually get 30 and 40 use on C's and D's, which obveously helps the quality a ton becuase it's 1 extra exp points for effectiveness.
When i drop to a lower quality organic (952/660 or 999/720) i usually end up with 31 and 41, which hurts the quality quite a bit.
