Yeah, hospitals are going to kill small time vendors with shops. Unless the meds are really expensive in the hospital, most folks will find it much easier to buy while they are in the hospital instead of running out 2000, 1000, or even 500 meters to a nearby shop.

Then place a Vendor Tent outside of the Hospital.
