Most folks who want max buffs just want the MAX, just like they want the MAX weapons and the MAX armor. Anything under the MAX is crap.
Then there are the folks who are fighting the end-game stuff. I can tell you, wearing armor and fully buffed and having damage mitigation 3 and being a master fencer, that a Tusken Observer took me out 1-2-3. (I wan't ready. If I was ready, I might have reached 8-9-10, then died.) There's things out there that can hit in the thousands, every hit, for hit after hit. The only thing between you and certain death is every buff, resist, and advantage that you can lay your hands on. For these folks the MAX matters.

Having 2K extraHAM vs 1.5K extra HAM is a world of difference for PvP.
