Well for me at least rebuffing came at a time whenI was already maxed on exp. so I can't say it started right away or not. However, I can say that since the village came around it has been this way.

Are you sure the recipient of the buff was purging his buff? When you overbuff someone the health for instance looks like it goes down to nothing then goes back up with the buff. My theory is that the doctor might have had 2 qualities of buffs. Lets say enhanced C's and Enhanced D's. He may also have 2 articles of clothing with wound treatment. Lets say a shirt with +15 and pants with +10. So he starts by buffing using the Enhanced C's with no wound treatment clothes. Then again with his +15 shirt. Then again finally with his +15 shirt and +10 pants. Now he uses his Enhanced D's with no wound treatment clothes etc. This is very possibly how he was doing it.
You dont need two diffent buffs or anything like that. The exact same ones can be used. They just need to be equal to or higher than the original.
And as posted earlier, even if the second buff is equal to the first buff you will get the full amount of exp the buff would have given even if there was no first buff.
I don't recall that being the way it was intended... how long has rebuffing been giving full xp? Sounds like a bug, unless I missed it in the patch notes.
I hate to say, but I have been to the village and I buffed without my +25 inj/wound treatment shirt and when I re-buffed with it on, I did not get full xp .. The xp you're given depends on how much healing you do. I don't know the exact numbers .. but, you don't get full xp.
