yes i am max in effectivness and still getting 917 and that is using cake but no port

hehe maybe i can help alittle cause i'm currently making a batch of 935power heres what i'm using but keep in mind i'm on the Lowca server and your probibly not
ABEC 24 Charge 16 Power
ACRM 69 power (probibly not possible on your server because mine got a Kick A$$ Herb meat Shift with 997 OQ 629 PE)
ASDS 71 power
Gas 988 OQ
Avian 937 OQ 990 PE
Crafting Tools
Chem Crafting Tool is 15 effectivness (not 14.97 but the full 15)
Food and Chem Crafting Station is 43.63 effectivness
well first thing i think the power on your ABEC are alittle low.. i'm using 24 charge - 16 power on mine. so thats dropping your final power on your pack by atleast 9 also the peeps on your server getting the 940 packs are maxing their power first on the ABEC which if you did that you'd prolly increase the fine power by 15 ish and they prolly use better ACRM's then you which also add's about 4-5. all in all tho i think your right and your packs came out alittle short in the power area.
I find that sometime tho when making something the item may stop letting you experiment before you really max out the potential.. like when i first made my 69 ACRM it came out at 65 at first when it maxed experimentation but when i made another it experimented to 69. so you may be haveing that problem with your packs .. i'd try making another pack or so (but don't waste all your resources doing so)

oh btw my final buffpack stats with that stuff is 935 power 35 charge if that helps

i didn't think the power on the bio controllers made that big of a difference. that is only only place i can see they are increaseing power from but they still have 31 charges on the buff packs they are offering so i'm lost at this point. like i said they might have a slightly better advance chems then me by 1-3 points max

Couple things you can do:
1) Good option here, get a 12 point Doc to make you a schem for the ABEC. It will get you several more power, and should bump your packs over 920, used in conjunction with point #3 and you should get really good results.
2) Use a decent crafting staion over the Research center, or get access to a crafting station in a research center. I have not noticed any great boost from Research Center, but that may just be me.
3) sacrifice a *bit* of charges on the ABEC, go for 20 charges on the ABEC and the rest to power, with that gas and meat you should still hit 30 charges.
Just some options. I also have a very different method for experementing from the "accepted" method of 1-2 points at a time. for my final schem, assemble, pop a port, max the effectivness line and hit experiment...95% of the time you get great or better and then use up the last few points one at a time.
My method, has been working great for me, I have had the best or close to the best buffs on my server for a while now. *shrug* Just keep tweaking your system until you find your optimal system.

The power and charges from components add into the final stats at a 1 to 1 ratio. So, increasing the power of his ABECs from 11 to 16 will add only 5 power to his final packs, not 9. Along the same lines, if better ACRDMs were to increase his pack's power by 4-5, the ACRDMs themselves would have to have 4-5 more power (again, it's a 1 to 1 addition).

This is good advise, and should result in3 or 4more power without sacrificing charges.

The crafting tool/station and other bonuses, do not affect the maximum result. They can only make it easier to get there. If you're hitting the maximum on the effectiveness line, then none of these things will change your results.

so then does anyone have a idea why people on my server ( radiant) would be getting 940 buff packs and the buff calc says i should be getting alot higher then i am ?

I should have been more clear, the more points you have left over, the lower you can put your ABEC chargesand adjust charges at the end with whatever points you end up having left over.
You are correct, maxxing the effectivness line means that for the components you used and the assembly roll you got, you are maxxed, and nothing you do is going to change that. Most of what I was stating was based on the ABEC. When you are tweaking the power, and your charges are good...it is the greatest variable place to tweak.

At this point, looking at all the information you provided...ABEC, which would account for some, but only a little, and your droid crafting station are the only areas that I can see.

thanks, unless they are maxing out power in the ABEC then going the charges route in the final expierment but they are still 15+ points higher then me and have the same or more charges

OK i have used the buff calc and it says i should be geetin packs in the 935 range the best i was able to do is 917
the stats i have is follows
ABEC charged is 23 power 11
ACRM power 65 or 64
ASDS power 73
Gas 995
avain meat is 935 995
when i use swgcraft with the best stuff that my server had to offer is should only be getting a ACRm of 67
i am a 10 point doc with crafting tools in the 14% i need to use a droid crafting station since my city is a medical city and i go to a research city to make the compents.
I have seen people on my server saying they are making stuff in the 940-50 range and i just don't see how it is being done
