How much are they worth?
Are they worth more to sell as a flower? or as the drug?
Are they able to be experimented on by Smugglers? Doctors? Both?

After my guild jumped down my throat and asked me all this I did some numbers. Givin an average of 2 flowers per mission, the flowers are worth only about 1300 credits. The drug on the other hand, basing all resources on a 20cpu sales rate (this includes harvester, factory, etc) is worth roughly 13000 credits.

As far as I know (I haven't tested) the drug can only be experimented on by a Doc/CM/Medic. Again, I don't know if this part is accurate of not, but I know I can experiment 12 times on the drug as a Doc.

They are for the act 3 schematic the dead eye project. I think it buffs you for a short while.

The dead eye drug is used to increase the acceracy of the user by as much as 47% for a ~15 min duration. the "drug" has no downer and it a really powerfull weapon from my tests. The Alderaanian Flower can only be obtained by Rebels doing Act 3. Atleast I haven't heard of any Imps being able to make this item. The Schematic has a 10 use limit, and costs 500 FP. Imperial's cannot make the item. But they do collect the flowers from the Act III mission. They give the flowers to their recruiter for a FP reward.

Me. I keep them. I store them in my house because they are very pretty. :-)
