Yes it does, but in its own order. By adding the argument, you can ensure that states are healed in order of importance -- dizzy, intim, blind, stun would be mine.
And I believe the command above is "/ui action clearcombatQueue"
Aside from that, every PvPing doc should have a looping drag macro --
/dragincapacitatedPlayer;
/pause 1;
/ui action toolbarSlotXX;
Last, if you're using an "all heals on one button" sort of macro, I'd recommend putting firstaid pretty far down the list -- assuming you're buffed, health and action bleeds applied by players are *never* worth the mind it takes to heal them, and mind bleeds are only rarely worth it (since you'll typically regen the bleed damage before the next tick, whereas the mind cost of firstaid is rather high...).
yeah I have one when I'm out rezing my Jedi on dath, but I have it with out the pause so ic an be dragging and running at the same time, funny thing to watch with burst run.

Hehe, yeah... Although, it's pretty tough to cover 30m in 1 second... I have the pause in there because macros w/out pauses seem to mess up digestion... It could just as easily be a .1 second pause though.
