All players may attack these bases and destroy them
All players ? Does it mean "You don't need a Demolition team as you need for PvP bases" ? Does it mean all factioned players (Combattants and SpecForces) ? Does it mean ALL players (including Civilians)?
And if Combattants can attack PvE bases, how can you defend it if you can't attack Combattants ? Because All PvP rules apply (PvP enabled players cannot shoot PvP disabled players)

PvE bases apperently are meant to be expendable. Don't expect them to take the arm and a leg it takes to plant a base now, since they're handed off for free with the PvP bases they'll be abundant and constantly changing places. If PvE bases weren't destroyed easily, than the GCW would basically be set by whoever's side gets the most bases out in all the prime spots first since they wouldn't go away.
I'm choosing to look at PvE bases in the same light you restock supplies, "Ooh, low on Vasarian Brandy, gotta buy another crate of that. While I'm at it I'll put up another PvE base and do my part for the GCW this week." Don't get too emotionally attached to them.

Who are you people and what have you done with the Star Wars Galaxies development team?
I think my jaw on the ground is enough of a statement on my opinion of this.

Loving all the changes thus far to both TEF and the Meta Game, however one question that was asked above I am unclear on. For the PvE bases, if a PvP enabled group decides to take the PvE base, the defenders would have to become PvP enabled in order to defend it correct? If not there would be no way to stop them without calling out for help to other PvP enabled players. In other words, if you are the type of player that will stay PvE enabled, what is to stop the bases from getting dominated by the PvP'ers or will they be required to become PvP enabled to defend it?
Really nice looking changes though, appears to be a breath of fresh air that can really help please both sides of the fence. Thanks for giving us this information.

GCW: PvP Bases
Base Vulnerability
PVP bases will have a 3 hour vulnerability window but this window will only occur every 2 days. These bases will also register on the planetary map.

P.S. How are we to defend PVE bases?
Any PCs that try to take down the base must be PvP Enabled. If a PC is PvP Enabled, and you are PvP Enabled, you can attack them....
Also, the NPCs at each base are getting buffed up from what we currently see....
Not so sure about that Drashk, I think PvE players can take down a PvE base. But at least they will only contend with other opposite factioned NPCs instead of players...this is partially why I think the PvE bases only obtainable thru purchasing PvP bases. They're somewhat disposable since they're more vulnerable, but still add content for non PvP factioned players.

my suggestion on the PVE base would have to be something to the effect of if you are within 32 meters of an enemy shutdown terminal for more than 5 minutes, you are turned PVP (special forces). This will allow players that are PVE to contribute to defeating NPCs of the opposite faction, but not participate in the base destruction sequence.
There has to be some type of player way to defend the base besides the NPCs. Having 5 players that are all combatants (PVE) go into a base, whipe the place clean, then destroy the base while the you just sit there with nothing to do (since they are unattackable by PVP-special forces), is not so good.

PvP bases will spawn with very nasty NPCs inside...it won't be a cake walk.

You will be able to see this on Test Center in a couple of weeks-ish. Stay tuned for Tggs TC announcements
Hmm, might be time to bring Tor'ka out of retirement on TC...and Ryo'ko, too.
