I don't agree with this. An MMO can be PvE only and still be an MMO. In fact a few MMOs that are out now are PvE only. Grouping to fight PvE targets is just as MMO as PvPing.
I find it equally as frustrating when my friends and I are out PvE hunting faction NPCS and an overt drives by and decides our group should be PvPing instead. Its all a matter of perspective.

Most planets should be effected by the GCW and transition control but there should be atleast 2 planets un-touched by imps or rebels. Lok for example has only 1 starport and is at a criminals stronghold. Doesn't seem like there would be much pressence of either faction there. This would give neutrals or other needing to avoid imps/rebels a place to lay low.
I disagree with your assessment of Rebels not scanning for spices. Spice is a drug, and the Rebels want to keep the population drug-free just as much as the Imperials. I don't know about scanning for sliced weapons, though...I can see both the advantages and the disadvantages, and unless the devs can come up with a solid reason why sliced weapons and armor are bad and illegal, then I'm willing to lean more towards the Rebels just scanning for covert Imperials and spices.
I also disagree with your assessment of how PvE players should not be immune to PvP. I pay my $15/month like the rest of you, but I don't want to fight other players necessarily, and that's what's laregly kept me out of the GCW so far. I don't have the patience and time to invest in a PvP template to fight off the people who invest millions of credits in weapons and armor and then take you down with a surprise attack, anyway. Frankly, the removal of the TEF is the best thing to happen to the game, in my opinion. I don't want to fight other players, and so I've kept myself out of situations where that might be an issue. I want it to stay that way when the GCW changes go live. There shouldn't be a situation where I'm "forced" into fighting another player.
Yours and all the other scenarios of standing around watching while someone kills all the NPCs in a controlled city is identical to what happens now if you're covert. Been to Mos Espa lately? Piles of stormtrooper bodies everywhere, and I can't do a thing to the people doing it unless I go declare myself, but I don't want to open up that can of worms. So I watch helplessly instead. Yes, it's my choice, I understand.
Besides, killing the NPCs in a controlled city won't affect the outcome of the GCW standings. Bases are the key.

Anything in this game can be made illegal by the devs. Sliced weapons can be said to be illegal because current gun control laws forbid the modification ofapproved gun types. We in fact have this same issue with guns in the USA. Shotgun A is legal, but saw off the barrel and it is not longer legal. In game terms, they want to make using sliced weapons have some risk, so they called them illegal.
