This is a thread I started about Faction specific professions. It would nerf the existing tef system.

Ok an idea on the profession structure. Master marksman and Unarmed 4 or 1 handed 4 mandatory. Complete desired faction theme park. Once completed go see a faction recruiter. He gives you a series of missions to complete. When done you are a Rebel/Imperial initiate.Then you go to a training base much like the the jedi village. There you complete "Training exercises" to unlock your faction skill branches. Basically like the Force Sensitive branches
(NOTE: JUST FOR EXAMPLE)
Combat Prowess: Ranged Accuracy [+12 ranged acc]
Combat Prowess: Ranged Speed [+12 ranged speed]
Combat Prowess: Melee Accuracy [+12 melee acc]
Combat Prowess: Melee Speed [+12 melee speed]
Enhanced Reflexes: Ranged Defence [+20 ranged defence]
Enhanced Reflexes: Melee Defence [+20 melee defence]
Enhanced Reflexes: Vehicular Control [+20 vehicular control, +3 acceleration]
Enhanced Reflexes: Survival [+5 to: Camping, Foraging, Mask Scent, Creature Harvesting, Creature Knowledge,Trapping, Terrain Negotiation]
Crafting Mastery: Experimentation [+20 experimentation*]
Crafting Mastery: Repair [+20 repair]
Crafting Mastery: Assembly [+20 assembly]
Crafting Mastery: Technique [+4 technique]
Heightened Senses: Healing [+20 to: Injury Treatment Speed, Wound Healing (Dancing), Wound Healing (Music)]
Heightened Senses: Surveying [+20 surveying]
Heightened Senses: Persuasion [+20 persuasion]
Heightened Senses: Luck [+4 luck]
Of coarse the bunuses would be a little lower say 2/3 of above. Certain Branches would have to be completed to be able to begin certain professions. Example Enhanced Reflexes: Survival and Vehicular control for Scout trooper. All combat Prowess for Stormtrooper/Spec Force. All crafting Mastery for Mechanics. Once you complete Initiate training you progress to your Faction Professions, and at that time you go overt permanently.
As LithiumCommando stated above. You have your Faction progression could be something like this,
Imperial Faction Professions:
Starter. Elite. Elite-Elite.
Imperial Scout Trooper ---> Imperial Storm Trooper --->Imperial Storm Commando.
\-> Imperial Dark Trooper.
ImperialAT-PT Pilot---> Imperial AT-ST Pilot.
Rebel AllianceFaction Professions:
Starter. Elite.Elite-Elite.
RebelScout ---> Rebel Trooper---> Rebel Commando.
\-> Rebel Urban Guerrilla.
Rebel Airspeeder Pilot ---> Rebel Snowspeeder Pilot.
Just as jedi has Initiate, Padwan, Knight, and Master so can Factions have a similar tree.
Also so as not to leave anyone out. Bounty Hunters should have a similar process for the Bounty Hunters Guild
And they should not be allowed to join a faction as they work for the highest bidder.
Also another non civil war faction such as Cor-Sec or Black Sun should be created so non faction players can also have something to achieve. All of which adds superior content to the game.

I'm not delcared in a faction or done any pvp and I'm not sure this belongs herebut these aresome ofmy thoughts:
1) If you attack someone who is overt in a city and you do not expect his fellow faction memebers to aid him you are foolish, it's war.
2) If an overt rebel shuttles into an imperial city they should expect and should be attacked by the security force there and the oppisite applies aswell. I've seen an overt rebel sitting across the room from a group of Storm Troopers and everything is just peach keen.
3) It'd be nice for overt faction members to see covert members of the same faction so they have an idea of the company they're in. In the movies the imperials didnt realize that Luke and Han were being covert when they're trying to get back to the Falcon, but you dont think a fellow rebel wouldnt know who they are?
4) If you're not affliated with a faction and someone attacks your overt rebel buddy you should be able to have the option of aiding him instead of standing there and watching him die. You aid him and gain a Temporary Enemy Flagto imperials. You gain some faction points so if you're constantly aidinga factionyou become affilated
5) Someone mentioned earlier that commandos be for hire, I think this is a fabulous idea. When they choose a side they get a Temporary Enemy Flag and join into the frey.
6) If there isa group of covert/overt/neutral people they should each be treated as such. If the rebels in the group decide to attack some imperials the imperials in the group should be given the option to whether or not they want to aid their allies or remain in hiding, while the neutrals should be given the option of which side to choose, if any.
7) Player bounties.
I have more ideas but it's time for me to leave work so this is it for now. I think my ideas will add a better sense of sides and urgency, while allowing unfactioned people to get a little taste.

Player bounties would amount to little more than constant harrassment and griefing, e.g. "don't make me report you to my master BH friend" (I've dealt with somebody who actually made that exact threat, assuming a low-level char in Mos Eisley = newbie player).

add recruiters so that going overt doesnt require shuttle trips during the battle

As many have already pointed out Group TEF flags are currently abused. I think healing or buffing an overt member of your faction should get you a TEF flag. I would like to see neutral players be able to get involved by getting a flag if they attempt to help on side or another. Currently Neutrals are not allowed to assist either side, might be interesting to allow them to swap back and forth.

My thoughts about TEFs:
1st off, how are members of same faction supposed to know if others are Declared? As an Imperial (mostly covert unless mood takes me!) I'm able to spot an Overt Rebel no problem, I see the symbol when targeted the particular player. However, I can't tell if a fellow imperial is Overt/TEF'd so, I'm in a med center healing people and all of a sudden a (VERY LAME I MIGHT ADD) Overt Rebel will sneak in and kill me (did I mention that this is lame, very sad and also lame, these ARE NOT skilled PvP kills they are, as I have mentioned maybe once or twice, VERY GODDAM LAME!!!!!!) I think we should at least get a system message warning us that we've been given a TEF, or possibly a dialog box telling us player is Overt/TEF'd and then giving the option (just once) to go ahead and heal them anyway. Possible a check box in settings to not warn you (like item deletion). Same should apply with the trading system.
Next: Should in any circumstance players get a TEF off an overt player then we should have the same rights to an early waring system (red dots on radar) as an Overt member would. Good chance that most TEF'd players aren't actually aware that they have been TEF'd, Being in a group for example. I found out about GTEF the hard way. Once again a LAME ASS Rebel killed me at Bazaar Terminals whilst I was browsing, cant see group, therefore can't see I'm TEF'd (This goes back to a System Message warning you that you have been TEF'd)
I think overall an option to go ahead with trade/heal should be presented should it be an Overt member (of same faction) In actual fact hows about getting some sort of TRAITOR TEF? (This one has just popped in my mind whilst typing this!!) EXAMPLE: An Imperial trades with an Overt Rebel to make that BIG sale, he gets a TEF that alerts other Imperials he's a traitor and leaves them open to attackes by Overt Imperials
would be interesting! A few hundred faction points being removed too 
In short I'm saying keep TEFs but let us know we are getting them! Oh and a Timer on our flag would be nice also (as I've seen mentioned a few times)

Good point, how about player bounties on only high ranking members of factions?

The group TEF is whats at the heart of all the problems here, in normal PVP GTEFers are able to attack but not be attacked caussing unbalance and negative feelings from both sides, in Jedi/BH missions BH are using GTEF to bring a gank squad along to help and seriously grief a Jedi, or in other cases Jedi are hiring Gank squads for if they get attacked.
Removal of the group tef system would be the first and best step towards a serious combat balance, it may not address HAM or armour but at least a fight would be fair and between consenting parties.

Right, and the GCW revamp won't occur until a year from now, minimum.
Unless of course you play SW Battlefront.

Bring the No-TEF concepts of JTL down to GCW.
I'm recommending Jeff Freeman for GCW lead, he's doing a good job in consideration of what-ifs different playstyles and accommodating the non-pvp folks that want a PVE GCW.

- Overt or no overt
- Factional PvP battlezones
