You may want to look in to #6. Recent patch notes indicate that Force-Sensitive skills can NOT be revoked, and reports from players indicate the same. Once a Jedi, always a Jedi, contrary to the promise that you could play two characters without any Jedi skills once unlocked.
Let me preface the remainder of what I'm about to say by stating that none of this Jedi XP loss stuff/shelving affects me, as my template is complete, so I'm playing devil's advocate.
I think it's highly unreasonable to assume that the playerbase is going to accept your answer #4 above... they pay $15 a month to play this game, but you want them to pay $15 for a single week of playtime and 3 weeks of picking their nose? Most players who have earned their Jedi characters fall in to one of three categories:
1. Pre-9 unlocker. These Jedi are in many/most cases completed templates or highly advanced, along with a fully-realized and developed main. These are the Jedi that hold the seats of power on their server. Their mains are established, their Jedi are established. We are the fortunate ones.
2. Post-9 unlocker. These Jedi are beloved main characters who are slowly morphing into a Jedi. All the previous character development time went into this character. Many of them have a second character slot that sits idle, and is not developed yet at all. Yet you are basically asking them to take their MAIN and sit out. They've carried this character all this time, and you want them to stop playing it and develop thier non-FS secondary character who I presume many of them don't care about. This is an MMO R P G. Role-players don't like the idea that a character they spent time developing is being ruined for them.
3. Bored/fed-up. Pre or post-9 unlocker who has quit, due to griefing, bugs, or lack of content/endgame and broken/useless FRS.
At any rate, I think the new BH penalty is too severe. I think the idea that visibility takes 3 full weeks to clear is insane. And I think it should be adjusted.
1. XP loss from BH death should not be 2x the payout. At worst, it should be the same. If my mission is worth 60K, I should lose 60K XP not 120K.
2. There should be a random factor to the payouts on the BH missions, so it's not so immediately obvious how strong a Jedi may be. Few BHs on live servers are hunting the strong Jedi, because they can get far easier prey for 100K.
3. Jedi bounties (and all future player bounties) should be Master Bounty Hunter only. I can't stress this enough. Reward the MBHs for being an MBH, they have few other incentives to go there.
4. A bounty hunter should be barred from taking the same Jedi's mission within a 24 or 48 hour period to prevent griefing, pass or fail. If a BH takes Joe Jedi's mission and kills him, he shouldn't be able to run right back and get it again. Or if Joe Jedi beats Bob BH, Bob should be barred from taking the mission again. What person is going to give another contract out to someone who failed?
5. Make visibility work. Currently, Jedi remain on the terminals even if slain by the BH, contrary to your statement. Also, Jedi who use *ANY* skills (such as TKA) against NPCs generate visibility from that. It's not limited to use of their Jedi powers, as my guildmates will attest to.
I'm sure there's more I can think of, but that's all I have for now.

Still this post captures all the major problems in a very elegant fashion.
