As far as the items being tradable, remember you'd have to actually find people willing to part with their rewards. While there will be some people willing to do that, I don't think it will be the norm. Especially for the 6 and 12 month rewards.
Sorry to say it won't be that uncommon. Especially for veterans. A new player won't get 3-4 accounts to start off. But most veterans I would say are managing at least 2 accounts by now and have access or the ability to gain a few more. I played with a few that had about 8 accounts at one time. Not everyone quit SWG in my PA when WoW or EQ2 came out. They put their accounts up for adoption. Now that SWG is on the Station Access those guildies are coming back meanwhile all of those accounts were accruing time towards veteran awards because they remained active.
The whole purpose of a PA is to pool resources and work as a team. If many are going to pick the anti-decay device, a community effort will be in place to ensure maximum result. And because these are tradeable, well need I say more? ThePA's that have the most accounts and that have been around since launch will benefit most from this. I'm not sayingPA's will have 30 anti-decay armor suits at their disposal. But gathering 2-3 suits with a few anti-decay krayt weapons is definately achievable without lots of credits or cross server trades (which were diminished when you made them "by account"). And those accounts that aren't at the 12 month milestone... will be eventually. So there's a few more devices. Keep adding these devices and the economy of the WS and AS will be affected. People do drop their professions and trade their weaponry and armor.
My suggestion would be to remove this item. The decay on items forces a demand for new armor and weaponry. Take that away then it's just EQ in space no matter what milestone its set at.
I love it.. how about no? how about make it non-tradable AND you cannot trade the item/weapon/shirt if there's an anti-decay kit applied?
If it's one item per person, it isn't game breaking. I love it how people worry about everything... for the same reason we could say that one with more accounts can have a lot of self-powered harvesters.. and thiswould be ashame because architects won't sell harvesters anymore
It's one item per 12 month milestone which many veterans have by now. I don't think you can grab the same itemif you reach the 12 month miletsone again.But that doesn't matter.Since the items are tradeable at this point many will find ways to obtain more than one anti-decay item. One of the easiest ways to obtain multiple anti-decay items is through having multiple accounts. I'm sure people will invent other ways as well once this goes live. I never said it would be game breaking but it will affect the economy to keep introducing non-decay items.
And I would accept that these items be made non-tradeable.

The only problem is that they are tradable so people with multiple accounts have an unfair advantage (or simply rich people).
But if you make it non-tradable AND you make those "no decay" weapons etc non-tradable, the problem is solved.. and what if you use the "no decay kit" on a T21 then you drop rifleman? you hang the rifle on a wall, because you can't trade it anymore. This will work.. not to mention that we don't know how good will the current exceptional weapons be after the CU.
And about DOTs... DOT weapons have a limited number of uses. The -1 uses weapons will be "nerfed" to 3k uses. So the DOT weapons will die, sooner or later. Yeah there are weapons with a huge amount of uses left, but actually you can now use the DOT even if the weapon is broken, so the "no decay kits" aren't a problem.

I can think of the reasons why not, but still could you explain to me why a normal uber weapon, in todays standart lets say some 900+ powerhammer or 700+ damage T21 may be made undecayable and a perfect perl 50/50 -9 may not? I mean it would take only 4 years to fill up a 4th gen. or if this is an once per account only item it would be just one perl.

Technically, you were supposed to purchase them their own accounts. Well, according to the EULA, anyway.

AFAICT the kit will stop decay on any one insurable item.
