again :
as a COVERT you will often incur in Temporary enemy flags " " WHILE TEF IS ACTIVE , AN OVERT (PLAYER) MEMBER OF THE OPOSING FACTION CAN FREELY ATTACK YOU
that shows you that even as a covert you are still subject to pvp
Covert =pvp
overt=pvp all the time
get it trough your head the GCW is designed for PvP and is awesome that way

I said getting a TEF while covert is fine, getting a TEF when you are unwilling to PvP is NOT fine and does not go with TH's statement. Stop trying to put something where it's not. A TEF in the wilderness does not jive with TH's statement of being forced into PvP because a random TEF like that where a wandering player can come kill you does not fit with that statement and the manual.

Well, sounds alot like it should be, the empire should be the big mean nasty power in the galaxy.. its how it is in the movies!
The power the rebels have is the ability to fight against this enemy.. destroy bases.. kill troops and cause stress in hope of taking down the major "evil" that currently rules they also build bases, sieze power in small areas "player cities with factional bases" and spread the word in hope that the "people of the empire" become aware of the "evil" that is in control.
As an imperial you follow orders, kill innocents, and pillage rebel cities to find and destroy any threat to your great leaders. You have at your disposal the armies of the empire.
And thats the way it should be.

and TH dont say that you dont have to pvp if you are in a faction , he just dont say you dont have to if you dont want to , in that case quit your faction , thats why they removed city warn , cause it allowed to attack neutrals wich is WHAT TH wants to stay away from
neutral - no pvp
faction= pvp

The Star Wars Galaxies™ Player-versus-Player combat system (or PvP) allows players to fight one another within the context of the greater Galactic Civil War. PvP combat is not enabled by default; instead, you must actively choose to participate in the PvP system and make yourself vulnerable to attacks by other players.
Please READ. I only posted the relevant part but I guess you didn't bother to read the whole sentence of the manual since you seem to be all knowing. This is the same chapter, thank you.

On Dantooine, Nabbo, Tatooine, Lok, highly LIKELY...that's how it is here. So, you are saying I should now avoid those planets? Closes off content for me now doesn't it.

that means that when you are in the galactic civil war you pvp , the way you enable pvp is by entering a faction , no you dont have to pvp if you dont want to as long as you stay out of the Galactic civil war, read what it says carefully since im the lose minded one
player versus player ..... within the context of the greater galactic civil war , it doesnt say you can be in it without pvp ,and other parts of the manual do say that when you are covert you are subject to pvp so point closed !

go with a group. use different tactics. do something, but don't expect everything to be the way you want it just because you'd like it that way. You're not being 'barred' from content because you can't survive something without taking muon gold. That's a pile of horse **edit**.
