NPC's dont stand over you, incapping you over and over and over, insulting you and telling you that when he is done with you, your mother is next.
I play these games to enjoy it, not have some PK destroy it, just because he can.
You wana call that cowardice? so be it.
--------------------------------------------------------------------------------------------------------------------------------------------oh ! so you never got warped by a npc ? or never got incaped by an npc while loading ?
insulting you and calling you mom games is grounds for baning , and wrong , but i learned to live with it , i do pvp for the sport , i never call people names or incap over and over with the exception of cloned commandos that run out to burn you over and over .
so just like pwy , you should be neutral and forget pvp
This is even better since 75% of the players can't even wear a complete set of armor without it being sliced. Armorsmiths are going to be getting screwed with patch as well, they just don't know it yet.

Contraband is: Rebel Faction Equipment, Spice, Sliced weapons and armor.
Great, so simply carrying a wearable set of composite = NINE more chances to get detected...
That's nice, another reason for players to hate armor.
Look RedVenom, I don't want to infringe on your inteligence, but let me slow it down for you.

I wish to PvP and do faction missions when I choose to. I wish to PvE and do missions when I choose to. If I am out doing PvE missions one day and I happen to be on Dantooine which is heavily populated, has an Imperial Base in which Overt Imperials can run around the planet if they so choose, I get scanned while killing some Pikets, an Imperial sees me, gets the drop on me (or is running with a group of other overt/covert Imperials hunting down scanned people), I am now FORCED into PvP.
Please, can you understand this? I hope that I cleared it up for you.

you dont carry ilegal stuff = no pvp , is that clear to you ?
unless you use rebel armor , in wich case i feel you
I don't think JEDI will be scanned at all. If it's anything like the movies. Anyone remember Episode IV?
Obiwan: <waves hand> You don't need to see his identification.
ST: We don't need to see his identification.
Obiwan: These aren't the droids you're looking for.
ST: These aren't the droids we're looking for.
Obiwan: He can go about his business.
ST: You can go about your business.
Obiwan: Move along.
ST: Move along, move along....

Dont carry any illegal stuff = significant decreaseincapability , not to mention barring us from some really cool content.
Not acceptable
All in all, much better than the first proposal, but still not quite balanced. I'm sure it's been said before but here's my assessment:
1. All else being the same, there should be some sort of covert Imperial penalty, even if quite small. The Covert Imperial rule means that Smugglers are not the best, well, smugglers of the game. I imagine most Imps will do enough missions to get the "High Rank" and then go happily on as always. Perhaps when the scanning NPCs salute a high-ranked Covert Imperial, it turns the Imp overt, similar to the rebel penalty except that the NPCs support him instead of attacking him. Allowing Covert Imps to go unmolested is fine because the Rebel players can deal with that if they want to.
2. If ranking covert Imperials truly go without a penalty, then the Rebels should receive some sort of benefit to make it worth playing a Rebel against all the contraband-toting Imperial officers. For example, the ability to go covert at any time, without a recruiter. It would be a very rebel-like ability (travel in dsiguise, then strike from surprise), and it would ensure that there is no clear advantage to one faction's PvP ability, but a choice of two different advantages: Imperials can carry contraband more easily, and rebels get surprise attacks.
3. If neither of the two above possibilities sounds fair, perhaps Covert Rebels should have the option of pretending to be neutral. "Me? No, I'm not a Rebel. I'm just a simple man trying to make my way in the universe." The covert Rebel then pays the fine or faction hit of a neutral, and if their Imperial faction drops too low then they are revealed. But a Rebel who has only ever done delivery missions and has 0 or positiveImperial Faction should be able to pass themselves off as truly neutral.
but this game will regardless , what makes you think cause you pay 15 dollars a game system cant set rules on you , so if you like to fly i this game , just cause you pay 15 dollars a month you have the right to ?
