Certain professions Overt Only? That is simply unacceptable for the people already with that profession who are neutral, isn't it? This simply wouldn't work at all.

No, this still can bypass the defenses. Any proposal you guys bring up has to be able to not bypass defenses when player cities and factional bases are considered. Allowing coverts to bypass these defenses, set themselves up, and declare - even with timers - is still grossly imbalancing.
Awesome Idea! I remember just today i was at my guild base and it was getting attacked while i was afk.I come back and they were still attacking but all the recruiters were dead and there was no way for me to go overt.

I don't feel like wading over all the posts, so I will simply post my comments from some of the stuff I saw from player responses and if someone else covered it, I apologize.
First, I like the idea of being able to declare within 50m of the recruiter or in the factional headquarters situation. It reduces the amount of recruiter camping deaths that will occur.
However, some of the player ideas would be absolutely atrocious if put into the game. One player suggested that someone of a high rank can make someone else overt who is a lower rank with a command. Does this make any sense.....Not to me. The ability to go overt anywhere was something that the developers were trying to avoid by making people go covert when they cloned. If you could just find another member of yer team that is a higher rank and auto go overt again, battles would never end. T
The same applies with a player being able to declare anywhere. The point of declaring is not that you are putting on your uniform and gear, it is that you are telling the faction you want to be known by all that you are a member of that faction. It's like enlisting in the army. You are not enlisted just because you begin to wear army fatigues or army boots. You have to sign up. Cloning represents the fact you died and thus were taken off the records as an active member of the faction. As others have pointed out it would result in never ending pvp battles in city raids. If rebels could just auto declare in Bestine or Imps in Anchorhead just by using a command, the pvp battle would just become silly and look something like A kills B and B redeclares and kills A who redeclares and kills C who redeclares and kills A who redeclares and kills E who redeclares and kills D. Can you imagine how tiresome this would get.
Sounds like a great idea.
I'd also like to see a faction perk that allows you to go overt anywhere- sort of a one-shot deal item that when you use it allows you to go overt once.

Perhaps you can invite him/her to join your group while they're being shot at? If you do it right, you might be able to help. I've done this a few times.
If you can't do this, heal your brother-in-arms, so let him just die.
See? Some tools are already there, all you have to do is use them now.

Uhhh I think that's actually a good thing. I mean isnt hit and run all about them not seeing you coming. I mean if you are at a mainly Rebel or Imp place and suddenly a ton of neutrals show up wont that be a bit suspicious.
I think to make this better you might want to add the idea that if an Imp or Reb dies when they are Overt they can't clone in the opposite side's town.

What about making it so that in PvP combat you are forced to clone at another city on the planet instead of the cloning facility closest to your death. Have the same rules apply (ie: if you are cloned at that closest facility have no penalty for cloning at the secondary location). This would eliminate Revenge "TEF" in a politically correct mannor as well as put the overt pvp'ers out of the fight for up to 10 minutes(shuttle time). We have all waited for the next round of counter strike to come up and i'm sure we can all wait for that shuttle. With this make an auto ignore system between overt players thus removing the name calling and badgering that leads to the senseless reports.
This would also allow for a new PvP goals in cities:
An example idea of this would be a overt NPC commander that spawns by the recruiter when there are no overts of that affiliation within 250m of the recruiters. This NPC could have 10k HAM with high defenses making him a formitable opponent but would be worth 500 or so faction points to a group that defeats it. This would add an actual PvP goal to the current city raids.

This would be ideal not bad.
I'm an Imperial and I agree, rebels should be able to go overt at any time and place they choose, they are the rebels after all.
However, we are the Empire. You know, the evil empire you all love to hate. As a counterbalance, (and in the interest of 'realism' or whatever that means in a game), we should be able to shoot anyone on sight. Because as an Imperial soldier, if I suspect somebody is a rebel, I don't just suspect them, I shoot them!
