Interesting idea but the execution is frustrating. Where they are is not a challenge because you would never find them without net research. With net research the time aspect is frustrating. So far just got the pirates.
It would be ok except the worst part is that I can't take any other quests. I could handle periodically trying for these badges but now I cant stop unless I completely stop and start over later.
Overall a bit frustrating. If you want a short term solution, just make them persistant spawns.

This was to a ticket I submitted about a pirate leader who was white, yet wouldn't talk to anyone or despawn. Basically asked for them to go to the WP and to make it go poof so another one could spawn.

However, just so you know, the white pirate leader does not prevent spawning of red ones.
I found a red one only20 meters from a white one like the one you described.
Weird though.

That is the problem with the intellect badge. Non-quest NPC's are spawning and not de-spawning. On Tempest, right between the starport and the Cantina, there is a group of 20 NPCs just standing there like they are waiting for a bus. You can't talk to them, they keep telling you to not bother them. And they never leave. Unfortunately, there are no options to kill NPC/civilians otherwise we could e-spawn the area and I am sure the BH would spawn. As it is, the BH will not spawn because there are too many spawned NPC's not de-spawning. They take up the slots for spawns in a city. I believe they are taking the place of the BH spawn and until those people are dealt with, you will not see the BH spawn except by a fluke. This is the case in Entha, Bestine, Anchorhead, and Mos Eisley.

Interesting about the non-despawning theory. Ive been camping in Mos Taike (Eclipse server), and noticed that just inside the cantina there are 3 NPCs basically standing on top of each other and havent moved in 4 days. Perhaps these are stopping the BH from spawning in this area??
In any case, the BH hasnt been spotted in Eclipse for the past week or so.

i have completed the marks of altruism, honor, and courage, but the intellect spawn CANNOT be found. no one on bloodfin is finding it, yet apparently people are on other servers.
so, a situation has been created in which the playerbase is asked to quest for something which the dev team may or may not know to be broken (probably DO know). yet, no information is forthcoming. what are we supposed to do? keep questing away, paying x amount a day, to search for something which the dev team knows to be uncompletable? is this whats going on? if so, this is absolutely, positively, unacceptable! to not address a major non-functioning issue is laziness of the highest order. not to mention being terribly irresponsible to the playerbase.
those are my experiences with this.

That is a good point about the NPC's on top of each other. I have seen as many as 5 in the same spot. I wouldn't mind being able to kill them just to get my frustrations out. Maybe that would be an ability for members of a hutt faction if that was ever implemented. Give them the ability to mug anyNPC in the game. They are Criminals after all.

The intellect quest is still broken in Shadowfire as well, gotta wonder if the Dev's are on holiday or something, no responses at all ???? not even a "yes we are aware of the problem & are looking into it" *sigh* this is rediculous.

Ahazi also has the multiple NPC spawn problem...
Normal city-spawned NPCs are triple and quadruple spawned, on top of one another, and not de-spawning/reseting with the server. I, too, believe they are preventing the quest NPCs from spawning, by filling the server's spawn zones up to their maximum spawn densities, thus preventing ANY further spawns.
...all of the cities, including Wayfar, have this multi-spawn issue...

I logged on immediately after server reset and went to every town to check for the BH NPC. I got through every town within 25 min and there was no one (player or NPC) at any of the sites. I believe this quest is bugged and would hope they are checking into it.
