This type of communication, while certainly not required or expected from game publishers based on historical trends from many companies, is fantastic TH! You and the rest of the team are setting the SWG experience apart as the leader by this open standard in communicating with the community. Thank you so much for this disclosure and clarity to help us understand the process, challenges and timeframes. Thank you for being our representative voice!

"I don't know about re-instating decay for coverts, but I definitely like the idea of overts having some tangible advantage over coverts. "
the whole point is to prevent pvp decay. someone who is covert is not open to pvp.
while it can be argued that covert rebel is still a rebel and a covert rebel killed by a covert imperial in tef combat is still a 'faction' death, there is the fact that neither of the 2 were actually PVP'ing. They were just parasitic players snuffing cheap kills.
How fair is it for the OVERT player that attacks the OVERT enemy faction member in a city outskirts, and suddenly finds himself jumped by 10 red dots that popped out of nowhere?
his armor decay via damage is significantly increased (10 players firing at 1 player= much more armor damage).
So thats why I say, if SOE leaves TEF lameness in, then the TEF'rs should not benefit from PVP no-decay. Because they are not pvp'ing! Covert is the means to AVOID pvp.
