It means don't let your arms flop around... hold them in the proper position. LOL



I'm a competitive ballroom dancer so I know well what you mean. In addition to "Arms!" and "Smile!" it can be "Head!" or "Hips!" or anything else that needs to be corrected to "proper" position.
