+25 is the hard cap. You CAN NOT go higher through skill tapes or items.

125 is the cap without racial bonuses. Racial bonuses stack on top of the 125 cap. For example, human master artisans can get 13 experimentation points because they can get their artisan experimentation over 130.

+25 not 125. +25 is the hard cap on skill enhance items. Things like chef foods, skill modifiers from other professions or racial bonues still impact as normal. All items though are hard capped at +25.

Anyway, there are no racial mods for mind enhancement so it doesn't matter. LOL
