Hmm well you could just have it so that anyone with Novice Ent and up could "rate" while NPCs would be used like the visibility system with jedi.( Because it would be sort of funny to like give you a big jump in visibility if a NS Elder happened to see you dancing or playing music.) While PCs would give you a very small visibility boost just for being close enough while a /watch or /listen with a 2-5 time limit would give you more visibility(fame). Maybe instead of just once a day from each PC it could be every 5 hours. So your not likely to get the same person but it could happen.
