No it's where all creatures attack the target dealing the highest DPS, regardless of whether that target is 65 meters away or not.

No that is an old "bug" they are talking about the new on where they hate our pets now too.

I have a Ranger/Rifleman on Naritus and I was wondering if, for example, I bought a Pet Deed for a CL57 Razor Cat can a Creature Handler tame that pet for me?

Only CH can control anything over CL10. Also non-CH pets must be non-aggressive.
