I'm concerned about their interpretation of better. Its gotten much worse since the lastmini patch last week.

Sorry, I have been away from the scout/ranger forums for a while. Am I right in reading this that "scanarea" (or /track or whatever the command would have been)is no longer being considered as a new skill for us?

No - all of that stuff is still on the table. The question is simply time - and right now the Devs don't have it in large quantities.
