That would be nice, as in an 8 man, level 80 group, given the nature of the level mechanic, a creature handler is essentially a detriment. Crippled severely compared to a real level 80 (i.e. just about any level 80 that doesn't involve CH or Ranger), and with a useless pet (as it won't be grouped, and thus be stuck at level 70 and virtually powerless against the level 80+ things the group will be fighting).
I don't think it'll happen though, the developers have shown a marked lack of understanding with respect to the CH profession and mechanical problems thereof, and even if they did grasp the gravity of the situation, have their hands tied due to short handing and the poor management of the whole development process which plagues this game.

CL70 is too gimped versus a CL80.
Any kind of "good" damage is negated by the damage modifier of CL70 to CL80...and in a full group, grouping your pet isn't an option.
It's lame.
This is something I've been arguing for since CU beta testing - before it turned into alpha testing. I argued for it at FanFest. Devs have catagorically stated it ain't gonna happen. thoiugh they've changed they're minds on other things so who knows?
The devs reasoning is this. A CL 54 Master Creature Handler is able to control a CL 70 pet which makes him far more powerful than any other CL 54 profession which is hardly fair. Letting him control CL 80 would, therefore, be even more unfair. They don't take into account that there really aren't any pure CL 54 combat templates. Anyone focusing on combat willmaster 2 combat professions so that they will be CL 80. Practically speaking, combat professions are CL 80 not CL 54. And, practically speaking, that makes all other professions much more powerful than CH - which I suppose the devs must think is fair.
I've argued this inother threads, so I'll leave it at that.
You are right ... I believe that the DEVs are not looking at the big picture or a realistic picture - level 80 player against level 80 player. I have never tested this but I wouldNEVER bet on me and my level 70 pet(MCH/Master Rifleman) in a match against a MBH/Master Rifleman! All other things considered equal (armor, food, buffs, etc.) I'm pretty sure I'm gonna lose every time
