If you can't afford $25 for an expansion, perhaps you shouldn't be playing MMOs. Just a thought.
If you want to wait for the next expansion, when they bundle everthing together, go for it. I'll be playing RotW in the meantime.

You are not paying for JtL again. You are paying for the second expansion pack for SWG. JtL was EX1. This is EX2: Episode III: Rage of The Wookiees. It's not an upgrade. It's an expansion pack.
