Because the underworld is a tough place, and a Smuggler needs to know how to rough people up in close quarters.

Smugglers need to seem legit sometimes, so they can't always rely on a weapon, which could be detected.
Business is a professional skill, but Smugglers use street smarts to make sales. You know of any drug dealers who sell their product on a vending machine? (Outside of SWG, of course...)

If I could redo the smuggler prerequisites, I'd do pistols 4, engineering 4, and Organic Chemistry 4.
But that's just me.

yuk, I am glad you can't
I think it should be Pistols 4, business 4, and (maybe) organic chemistry 4 (thanks for the idea, wok). Smugglers would need pistols 4 because of dirty fighting 1-4. Business 4 would be used for underworld 1-4 and slicing 1-4. Organic chemistry would be used for Spices 1-4.
