@ 25 meters...65% splash damage (PFT)
@ 36 meters...49% splash damage (Lava Cannon)
@ 64 meters...10% splash damage (ASL)

I think that I understand this correctly, but I am not sure... It sounds to me like the original poster thinks that on an individual weapon, the AOE damage should increase as the target gets closer. Like the ASL might do 10% splash at 64m, but when the target runs up to 25m, it is doing 65% just like the PFT. Honestly, I don't really see why we don't get 100% AOE damage, but this would seem like a pretty reasonable alternative to that, especially if our weapons got 100% at point-blank, like <= 5m.
I don't think that this is actually how it works, but maybe I've been misinterpreting?

No, what I'm hoping is that the AoE on my pre-fix proton rifle goes away completely, as it never should have been there to begin with. Something I'm just about to find out, when this patch finishes downloading.

Well.. I mean for each individual weapon. Like at close range for example, the acid stream launcher will do more AoE at 10 Meters than it will at 64m, Making each weapon viable in each situation.
Nope, it's solely based off of the constant max range of the weapon.

Hmm, well the pre-fix rifle I have came out with 10% splash damage and does AoE 
I had a look on the bizzare to see ifI could find a post-fix rifle without an AoE, but none of the splash damages are showing up on the vendor display. Even flamethrower splash stats are absent.

Hmm...maybe only on newly crafted weapons then? (makes sense since this is a display feature) Ill be ingame shortly so ill take a look...

Its most likely a graphical error, but even on legacy weapons the AoE should work.

AOE does work. 
I took a trip to Mos Entha and used a plasma flamer in the middle of a starter spawn from 25 meters away.
Lots of cooked critters. 
1131 points of damage to the primary target
767 points of damage to a HUGE list of secondaries
Oh, and as a bonus, grenades you had in crates now pull out in stacks of 10, and the damage radius/AoE works on those too.

From what I recall, the item info is set at the time the item is listed. Assuming splash damage shows in the vendor display, the item would have to be relisted (or whatever other action would cause a refresh of the info). This is similar to why items listed pre-CU did not display (they just wiped the info because it would all be wrong).
As for AoE, I don't have a proton rifle, but I don't think my The Void or Rocket Launcher were doing AoE even though they are still listed with a radius and a splash damage. I will have to test again to verify.

Howeever, the CU-old debate on exactly what weapons will be AoE or not will be settled with the coming of Publish 24. All Heavy weapons will display the AoE % as a new feature in the /examine window for the weapon; the HAR, RL, and Proton Rifle all do not have a % marked...
The same goes for the rest of the looted heavy weapons it seems too.
Confirming: prepatch proton rifles that fired with an AoE now have 10% splash damage.
Guess if we want a single-mob gun we gotta smack up Necrosis. At least we have Demolition Shot to counter hisnew, improved AI....
They are tweaking the specials, right?

What about pre-patch proton rifles that did NOT have an AoE on them? Did they patch with or without one? It would be pretty sucky if we ended up with no weapons that didn't aggro an entire planet.......
