Commandoes have this problem to with our Consumable weapons, and yes it gets us killed a lot to.I think it has something to do with using up a charge on a ranged object.....can you move while casting your line?

guys might want to try this
pistoleer used to actually have a dodge animation. it sucked as they got beat on all the time. the devs fixed it for them. if they give pistoleers love maybe even you have a shot.

It sucked big ones, running from nightsisters, dodge, dodge, on my arse, dead
Going from pistoleer to combat medic, form one rooting to another, one borked profession to another, I sure can pick em
