For Components and Stims/Cure/Wound packs:
Organics = 66% OQ, 33% PE
Inorganics = 66% OQ, 33% UT
For Enhance Pack final combines:
Duration is 60% Decay Resistance, 40% OQ. All other attributes are still 66%,33% OQ/PE and 66%,33% OQ/UT.
(If memory serves me) State cures--Blind/Dizzy/Stun--are all 33% OQ, 66% UT for charges and 66% OQ, 33% PE for Ease of Use.

You can still get chef buffs and doctor buffs.
Or do you mean enhancers that you get from Bio-Engineers?
Trieda neurotoxin enhancer (eff. 750) on a guildmate, a converted pack. Those enhancer gave around 30-32% higher tick than just the basic ability. Same I have experienced with healing enhancer (Bacta toss), which gave a 30-32% increase of the healing.
