Please point out in some patch notes where it specifically states that the combo is not supposed to incap. If that is the case then any time a Commando uses a flamethrower then he is exploiting by your definition. Don't tell me they don't try to flame incap anyone either. It was even suggested, 2 weeks ago, to use one of our questions in an effort to find out the truth behind using the disease/poison combo.
However I did not realize in your infinite wisdom that you have already ascertained the answer to this question that has plagued many CMs, including our correspondent. Please answer this question now (along with some proof to back up your claims) so we can put our question to better use instead of wasting it on such an easy question to answer.

Lol, shame on commandos for using their flame dot to incap/kill stuff...
The Flame DOT itself won't incap a target.
