I have seen some +TN skill tapes, personally looted a couple +1s, seen some higher ones on the trade forums.
You can also try Travel Biscuits, a food that can give around +10 terrain negotiation (+15 with a BE additive) for around 15-20m. Filling is pretty low (usually less than 10) so unless you're completely full up on food you can usually squeeze one in.

Water...
Water bothers me.A Master Ranger will have invested in a wholecolumn of boxes for improved terrain negotation in addition to the scout ones obviously, and boy do we fly up steep hills fast. Sometimes it feels faster than flat ground..
However, once a bit of water comes into the picture, the master of the wildlands is as hapless as any other profession. Sure, we can run full pace up a 85 degrees hill, but god forbid we are adept swimmers.
Now, in addition to faster and longer lasting burst run efficiency a master ranger should NOT lose his burst from swimming. A squad leaders retreat could have similar advantages, but not nearly as unafflicted.
Secondary, I'd like to see armor weighing characters down in landbased running, and adamage to actionpool when swimming across water. I mean, composite armor isn't made of plastic is it, so it should be bloody much heavier to swim.

I dont know about you, but when burst running and passing through water it looks like im burst swimming
go insane swimming strokes , the animation of burst swimming is very funny to watch

i like the idea of people in composite sinking to the bottom and dying if they cross a stream (if they're wearing a full set). But....um, when was the last time you saw anyone in compostite RUN anywhere? They drive to a location, hop off, spam specials, hop on bike, drive off.
Lol, I'm reading that and I'm realizing that I've been doing the same thing the past few days in my effort to get through BH. Yesterday alone I got 350k CarbinesXP and 150k Pistols XP. It was a sad day for Phe'nix. Luckily I get to drop BH when I finish Pistols IV and train in Master (today!!!!) and I can go TKA and feel like a newb again. Yaaaaaay!!!!!

TK wont feel so noobish just finish the power techniques tree in it and the rest is easy. Plus you have tons of saved combat xp from BH to give you a couple free level ups at novice

Once you have Force Run 2 you will always and I mean always keep it active. Until then Ride a mount to deal with runners or use saber throw on runners.

From what I have heard, at a certain point you can actually crawl faster than running. Is this true, and at what point does this occur? I ask because I am considering a template with 4000 Ranger for PVP. Combined with Cover from rifleman, this might be pretty nifty to have.

You can crawl as fast if not a little faster than people can walk - not run.
Never get into crawling contests with Rangers. We rule.
