It would take quite a while.
Hypothetically speaking, Each and every house model would have to be re-worked. This could potentially take artists weeks or months. Then, only newly crafted houses would have the feature (though personally I think thats a good thing for architects).
LOL, are you serious TH? Why can't all houses, that use one model not be changed to have windows in one shot? Why spend all that time making two types of houses. I am sure90% of the players will like the change.

Would you like your existing house to be packed and unavailable for however long it took to patch the change in? I'm sure it could be one of those staggered patches.

LOL, I guess TH knew that the player base won't understand. Why would it take multiple patches. It is just the model used as your house. They update the model to have a window. Push the model to our machines. Done. There is no need to pack up houses, make them unvailable. If what you say is true, it is because of bad coding, not because it can't be done.

I'm not sure if you can still find these, but there used to be an alternate pattern for Large Naboo houses that showed the appearance of a nude woman on the wall. Now the devs went and changed the Large Naboo houses, but they couldn't change pre-existing Large Naboo houses, in other words objects already in the ground. This is one of the reasons why I don't think it would be easy to revamp.

Like for instance in one of the various D/E nerfs, they removed the medium armor that probe droids had. This was done retroactively as well and it could be done retroactively because the droids were stored in the datapad. I'm stating that I believe that the game is coded in a way that treats set up houses differently than other objects in game like droids. So I think you're wrong about how easy it would be change.

If they make a database update on all concerned items the existing ones will change as well.
An example - the data terminals (the ones that come with or without a screen)was changed around the CU/RotW and mine was placed inside my house and still changed appearance.
