Nice idea indeed.
Instanced I don't think would work. It would kinda ruin the whole idea of being able to look out over a city from inside your rented appartment.
I don't see how lag would come into play. Just like we have the multi level med centers, all it would require is an empty building of rooms and doors on a number of floors. If done like in houses, the items wouldn't render until you're actually inside each appartment, keeping lag to a minimum. It wouldn't be any laggier than a busy day at Theed or Coronet starport, even in major cities.

To every one here complaining about this causing too much LAG...
You still do not get it.
The idea here is that these NPC City Apartments be Instanced Zones...
An Instanced Zone, for those who do not know, is a special zone that exists seperate from the main zone. You load into an Instanced Zone and it is a private zone, all to yourself and your Group, completely Lag free.
Now, for those of you complaining; "They can't do this in SWG... We'll have to wait for SWG2... etc, etc..."
Guess you haven't played the now 6 Years Old Everquest 1 lately. If they can add Instanced Zones to THAT game and make them work successfully, then why not to SWG?
Lost Dungeons of Norrath was/is one of the best Expansions to Everquest and it is entirely Instanced... multiple parties could be hunting in the same zone at the same time... but it would not physically be the same zone. All the zones are generated privately per/group... the Group goes in, does their Mission, and then are expelled (loaded) out into the Main Zone where everyone else is.
Having Apartments like this in the main NPC cities would be quite awesome. After all, we clearly saw that in; Star Wars Episode I... Anakin and his Mother both lived in Mos Espa. Ok true, they are not in SWG, but I am sure you get the idea. The movie portray's people living in the main cities.
The idea of rent?
This is a great idea and I would recommend that certain sections of the Cities be considered as different rent districts. There is a cheap side of town, and then there is a rich side of town.
Or, in the cities with skyscrapers... just portray the first floor as the cheap floor...
The credits spent on rent are circulated back into the game and not held onto by the players... Rent would be a credit sink basically... once credits are spent on rent then they are gone.... perhaps filtered out into the Cities NPC merchants, the more credits filtered to them, the more they may offer to pay for certain goods, and may even lower prices on some of their own products.
I do think that however, there should NOT be anything like, Penthouses or whatever at the top of the skyscrapers. Every Apartment should basically be the same except for the cheap ones. This way everyone gets an equal share and no one can brag about being in the "special apartment"... "I'm better then you because I have the special apartment..."
People would be fighting over the Top Floors if there were special Penthouses and such.
True, the arguement could be made that, there are more then one Penthouse per building since all the Apartments would be Instanced... but then what is the limit? How many people would be living in a Penthouse and how realistic would that be?
Ok, instead an idea for the Penthouse is that it be a seperate Instanced Zone by itself... and a zone where certain Quest NPC's could be found.
I am going to tie this in with the currently proposed Smuggler's Revamp. There is a discussion in the Smuggler's Forum on creating some sort of an Underworld type of Expansion. An Underworld full of crime and such. The usual stuff that goes on in the big cities of Star Wars during the GCW.

Ok, so here is how I propose to tie this together, in the Penthouses can be found certain Quest NPC's tied to the Smuggler's Underworld, and other quests for other Professions.
For the Smuggler's... this could be anything from a wealthy city Crime Lord, to a dirty City Politician.
Maybe some of these Penthouses are controlled by a high ranking Imperial Officer, or secretly being used by the Rebel Alliance... They could have some factional based Quests there.
The Penthouses could be like a Theme Park... similar to Jabba's. The main NPC, or owner of the Penthouse could maybe have a group of others with him... his/her close associates.
The Crime Lord, for example, might be surrounded by Entertainers, Dancers, Bounty Hunters, Smugglers, and other such professions. All NPC's in the Penthouse give out Quests of some sort, based on their Profession.
There is a catch to this however. Not everyone can just waltz into someones Penthouse after all. You have to know the right people for example. So in SWG, gaining entry into a particular Penthouse could be done through some sort of Quest... similar to that of gaining entry into Jabba's Throne Room. Each quest NPC can be located on each of the (supposed) floors of the Skyscraper... they could maybe be offering certain eh, tasks... that the "man upstairs wants taken care of..."
Then as you complete it... "Psst, hey you... someone up on two likes how you handled the bosses job... they gots you another one if you wants it, go talk to em."
Then you get sent to the person up on the third floor.. and so on..
Basically this would add a whole new feel to the game and give that whole, Underworld type of feeling that exists in Star Wars... but is missing from SWG.
It would probably take another Expansion to produce something of this sorts though; and remember... Instanced Zones... if they can do in EVERQUEST ONE... after 5 or 6 years of screwing up the game coding... ???

Guys, the house can be instanced, as in, it doesnt have to be a real floor. you could just have a large building anjd when you enter it, you're propted for which apartment you would like to go to. You are then warped into that apartment. Also, pe9ople could have their vendors in there, allowing for easy shop access.
As for improving the lesser used cities, we could pt a limit on the number of apartments in the large cities. This way, the cnet apartments might be 2 million, while poor people can buy ones in places like keren and doeba guerfel for a very insignificant price.

I dont know if someone already mentioned this, but being a modeler of buildings, cars andmisc.itemsfor video games, I know that there is a conflict with just making homes out of nothing in an already made building. The development team would have to go to each and every one of the buildings that are schedueled to be an apartment building and create areas to live in. Such a change could take a very long time to do.
There could be ways around it, maybe by just creating one prototype apartment and copying it to however many can be in an apartment building, but still the servers would have to be down for a day or two.
