rebels poloticians would not to openly advocate having rebel foces tehre cause the enpire would be there wiht a batalion of atat and who know what else can we say invasion of naboo bt with storm troopers and not droids

Actualy there were designed to protect and transport Troops to Confederation Worlds during the clone wars. The ISD as we see it saw some Ship to Ship action toward the end of the Clone war.
Besides bombardments are not successful when you raise a planetary shield.

But how easy is an activated planetairy shield located, on a populated/high traffic world? Pretty darn easy
