the clutter is a bit excessive, yes...but not the cities fault, it's the condemned structures and out of city housing that causes most of that clutter. The only way to remedy that would be to A) purge all inactive/condemned structures. as well as either - B) enlarge the "non-buildable" footprint around npc cities, and expand that to cover player cities as well. or C) only allow player housing within player cities.
but instanced cities...no, would hurt commerce to much...and we all know that SOE has hurt the crafters enough already, and with no through traffic for sales and missions.....what would be the point of building a city anymore??? no-one would take the time to see it....no-one would want to live there.....it would do the opposite of what you want, and force more people into out of city "fringer" hoiusing...lagging out npc cities all the more, and increasing the chances of not making it from point a to point b without a house loading on your bike and forcing a dismount.......this, is truely a golden four star stupid idea...so, here ya go ****
