do mobs not spawn within current city rank city limits or possible max city limits?

i have a city i just placed by the krayt graveyard and somebody pmed me telling me to move my city because krayts won't spawn within a 2000m radius of my city. i asked csr ChristopherS and he said that lairs/creatures won't spawn only w/in current city limits yet Politician Pappi said he didn't believe cities affect spawns at all because he saw a krayt in front of his merchant shop. regardless to say i wish i had a definitive answer because i don't want to ruin people's krayt hunting.
