... just shouldn't happen
does it make sense that "wild" creatures would nest anywhere near a sizable collection of people?
it shouldn't be that hard to code in a check -- when generating a location for a random spawn, have it discard any locations that are within the boundaries of any city

As far as I know it already does. There are instances where a collection of houses that make a "town" have spawns within the borders, but this is most probably because the "town" has no City Hall. When a city hall is placed no creatures *should* spawn within that city halls radius, the radius of course being determined by that towns rank. Village radius is smaller then Town is smaller then city is smaller then Metro.
Please note that a creature can hypothetically wander within this border, as an example one of my homes is on the farthest edge of my cities limit, so I have had lairs spawn literally 2 feet outside the edge, in front of my home, however the lair itself was *not* inside the city limits.
If what you are talking about DID happen in an "actual" town in regards to SWG's system; i.e. a City Hall is placed, run by a player with politician, and has its upkeep paid, and it was the LAIR and not just a wandered mob, and it is inside the cities radius (as told by the city status info in the City Hall)..then ya..something is bugged.
But if any of those conditions are not true; lair is outside city radius,there is no city hall and its just a collection of homes etc then its working as it should.

Well i'd like to add that we had a voritor lizard that *somehow* wandered into our city with over 200 residents and camped at our shuttle right in the centre of the city lol. Somehow i think he forgot to take the second right at the med centre hehe

Too funny! First week gamer lands in your city to do some shopping, sees voritor, fouls self, visits cloning room, has a story to tell for some time.

But my guild's city I think has become the spawn capital of Rori. Daily we have atleast two herds of Tortons, some cat things (I can't remember the name), a bunch of bugs, and a fleet of Imperial troopers.

Mob spawns aren't supposed to happen inside the city limits. This doesn't mean of course that lair and random spawn just on the boundary can't wander in.
There are a couple exemptions to the above rule though. In my home city we have a ruin next to our shuttle port that spawns a genericAssassin and an IG-88 Assassin Droid. I know of one city on Talus on my server that has the Chunker Bunker inside the second tier of the city and it's spawn is unaffected. The last exemption that I can think of is factional bases and their spawn.
I have noticed that since the last publish, (publish 13.0) that full 13 NPC Imperial Stormtrooper Squads have been spawning inside the city limits.

I think that basic spawns are ok....like those that happen around NPC cities, but uber spawns, if happening, are too disruptive. My biggest concern in splice-spawning, where a lair spawns IN your house or structure, sometimes to the point where you cant even enter the house. This needs to be stopped....I cant build a house on a lair, why can a lair be build on my house?

We have an imp city right next to an imp poi on rori in chilastra server. Cause the imp guild is too weak to buy their own.

A friends town on SS has a static spawn of Stormies IN the town near the cantina.

I was wondering whether or not the spawn change bugged that...explains why the Giant Kimogila killed my buddy ashe was loading in to the Lok Starport...
