The rebels did NOT go right to hoth as soon as the battle of yavin was over. There was the whole blockade on Yavin IV and then they were searching for a place to have a base for a while before they found hoth. If you want Hoth, no Echo base.

yes..but the rebel theme park does mention Hoth as a planet they could go to when they leave Yavin..one of the missions you get on yavin

There wouldn't be much to do on Hoth though. I think that the next expansion should be something dealing with underwater travel and the introduction of either Mon Calamari or some other water planet. This would also allow travel to the Gungan Village on Naboo and possible cavern POIs. Plus it'd make fishing possible in many different places.

Alright, if they were to emplace hoth than it would and should be rebel only, the entirety of the planet. They should creat several static JTL planets that you can hyper jump to that are to hostile to land on, and Hoth would be one of them. It would be as if Hoth was just another of the numerous untamable planets.

However if you were high enough in rebel favor, then you would be able to find a way covertly to land on the planet and be directed to the landing bays of Echo base.

However, since there would be such a large content addition the rebellion in such an addition, (hoth was emplaced for a year before the empire discovered and invaded it.)

The empire should have something of the equivelent, such as a planet in imperial controlled space, something of the equivelenat of imperial presence as imperial center, or corusant as its known in the prequels.

If imperials were allowed on hoth, it would never be for echo base, and if at the very least, just to preserve the fact that Vader does not yet know of the rebel base's location. However for rebels, it should be very very difficult to arrive on the imperial controlled planet unless someone was high enough in the rebellion to acquire appropriate sliced papers or something.

Neutrals should be able to go to the imperial planet, but only on legal matters, law enforcement could be considered most seriously, and such an expansion could also cover the desired criminal element by adding a vile DANGEROUS gangster dominated world such as the moon of Nar Shaada.

Hit three large birds with one stone.
