How about simple uses...like the Theed Palace. Just upen them up and decorate them so players can use them for RP or personal uses. Like events?

You know come to think of it. There are far too few people in the NPC cities. Shouldn't there be more NPCs? Since most of the buildings are unusable by players there should be some NPC presence that should justify the buildings. And you know how thugs give townsperson positive faction when you kill them? Just where are the killable townspeople that give thug faction?
