SOE doesnt care about new players and cities they may want to build and expand...they only care about your $15 each month and will do everything they can to screw you out of more $$$
Just face it. I have after they told us they would give away JTL for free to thos who purchase expansion 2.
I dont support SOE and there Software anymore...neither should anyone else
DONT BUY EXPANSION 3...wait till expansion 4 comes out and get exp3 for free

Actually the poster made it perfectly clear. The new system of taking credits from ones bank account doesn't allow existing cities to grow, or new ones to form, because those that left still have a house drawing credits even though they don't play anymore. I would see where this would be helpful if someone could not get access to the game like the military for instance. Some cities are still around yet very few residents even live in them. The character purge was a good idea by the dev's. 6 months is long but if I was not able to access my account then I would be happy the purge was for 6 months rather than sooner.

well why not move to the big dead city and make it big but active. on radiant i have noticed that two cities have vanished (the two near the imperial outpost), but on the other hand first of one was newly founded while these two have been disbanded (palithi) and some other towns had some grow. but in the last 3 month there were 6 towns newly founded and only some made it to the size nessary for shuttleports. maybe they should just work to gether and make one town instad of more. but to me it seems more and more players just want to play alone, that can't work in a mmorpg
Paradise City is an active city, what really happens is leaving player' houses don't decay.

If the city does not have zoning, oris not completely "dead", i.e., there is still one person left in the miltia who does not give a hoot, it is easy to eliminate a city.
First, if the city has zoning, get someone to grant a bunch of people zoning rights.
Second, move a bunch of people in ahd have them declare residence.
Third, have one of them run for mayor.
Fourth, have all your people vote for that mayor, easy because it's a dead city and nobody else is running.
Fifth, when that mayor wins, have the mayor destroy the city hall. Alternatively, loot the city hall until there is no money in it before destroying it. This might take a long time, however, so whether you do it or not depends on whether you are more interested in money than whatever people build cities for.
Now, something to watch out for is that the city might not actually be dead. A lot of theapparently unoccupied houses might really be in use by folks who are in a radically different time zone (you don't play 24 hours a day, do you?) or spend most of their time in space or in combat in more interesting areas. Most likely, you will be OK, however. Most of the houses will be owned by people who discontinued their accounts without deleting their toons. SOE keeps the toons and all their stuff around in the hope that they will come back, poorer but wiser.

One thing for everyone to keep in mind is that houses don't mean squat. Once citizenship in a city is declared the house can be taken down and the person is still a citizen until s/he declares somewhere else. So all the complaining about the houses screwing cities is more or less moot.
As for activity in the city itself? Well, there never really has been much in the cities. I mean, you might find merchants stocking their vendors or maybe a buff bot or two. But other than the odd player "event?" Nada.
Don't get me wrong... I fully support the purge. I think the player city size should be based solely on the number of active citizens. It would be kind of nice to see what the actualy number of active citizens are in some of the larger cities.

Agreed the citizen purge is neccessary. I have citizens in my city that no longer play but their houses are still there. It helps with maintaining the citizenship count, but it is not an accurate count of the real number of citizens.

Ifeel sorrybut at the same time Iam very worried about the day of this purge as Im sure my town's shuttle will vaporize. It sucks both ways (Im not going to move my 12 houses with thousands and thousands of items in them) &they've left it to grow and grow into a bigger and bigger problem.
IMO* ~ Player Cities Ruined this Game, Before them people actually "Hung" out in places like Anchorhead & Coronet, JTL only made these such "cities" into more of "GhostTowns"populated by NPCs and one building used by the us are StarPorts. I think that if you removed any buildings not visable from the path to the banks and cantinas (or hotels) no one would even notice

Absolutely - this is having a negative effect on a large number of people - I hope they do something soon!
