Few ideas I've had in addition to the ones already mentioned.
1.) APARTMENTS. Already mentioned but I'd like to reiterate this. It's pretty simple to program i'd imagine, and also very practical for cities. There are countless players that only use a small house, and barely use that house. They may only have a few items in the small house. Apartments will help cities grow as it will give a place to put citizens who dont really need alot of space, but would like to be part of a city. Maybe make them only available to lvl 4 cities and above, or maybe have different kinds of apartment buildings that are available to each city level; i.e. a two family house sort of thing for a level 1, and a high-rise condo structure for level 5. There would be special rules on apartment buildings too, such as no vendors allowed. Maybe have a 'landlord' who would collect a certain amount of maintenance fees from the tenants. This concept could also be applied to market type structures, where there would be individual booths for rent. Another idea is to have multi-purpose structures. Such as a ground floor commercial or civic area, with 4-5 floors above it as apartments, each floor being 1 apartment or maybe 2. This is an idea I think would VASTLY help player cities in the long run, and would make the game much more interesting and give cities a less tedious feel.
2.) MASTER PLAN. Give mayors the option of having a 'master plan' layout for their city, accesible from the city hall terminal. This would allow mayors to pre-plan where they want to place certain buildings and decorations. It could be just like an overhead map of the city zoomed way out, and you could place structures as you'd like them to be arranged in your city. You could even create special LOTS that could only be filled with a certain type or types of buildings. For instance if you wanted people only to place medium houses on a certain side of town, you arrange the lots how you wanted them, and then authorize only medium houses there. This way there would be lots that would have to be filled, and could add a new dynamic to zoning rights.
3.)EMINENT DOMAIN. Mayors should have the option to condemn certain structures (within reason). I feel this is an ugly, but VERY necessary part of running a city. One problem that plagues all player cities is the deleted players house, that after 6 months, is STILL there. Mayors should have the option to 'condemn' structures, and maybe have a timer that will say "this structure is condemned, and will be destroyed in 2 weeks, or 1 month" or however long. The owner of the structure will recieve constant emails about it so that if they do come back online they would be sure to become aware of the fact that their house is condemned, and they can cancel it or contact the mayor to cancel it somehow. Another use for this would to move structures that someone has (very obnoxiously, and annoyingly) placed in your city and refuses to move.
4.) MAYOR REWARDS. Have mayor rewards for each month or so they are in office. Maybe like a 3 month reward could be a mayorial mansion or something, or I liked the Corellian Corvette idea.
5.) FACTIONAL STRUCTURES. This would also revolve around guilds. Have the option to declare your guild or city with a faction, and thus be able to access certain factional structures. This would be awesome for guilds, giving Imperial guilds an Imperial looking guild hall, and vice versa for Rebels.
6.) CITY HALL LEVELS. This idea may be pretty hard to program in game, but its an idea I want to see anyway. Have the city hall change and grow depending on your city size. A level 1 city hall would be no more impressive than a medium house, but a level 5 city hall could be like one of those Coronet skyscrapers or ornate Naboo buildings.
7.) MORE FLOORPLAN OPTIONS. I'd like to see more floorplans, especially for guild halls. This would again help to add variety to the player cities, and help to keep them from feeling tedious. I'd say 80% of all player cities look almost identical. I know its not plausible to have each and every city in SWG look different, but we should be able to have more control over the city look and feel than we have currently. I try extremely hard to do this with my city, and I think I've succeded to a degree, but I can only do so much.
8.) TERRAFORMING. This is pretty necessary in my opinion. Giving the mayor to make MINOR adjustment to the city terrain, such as flattening out annoying bumps, or filling in those gulleys. This wouldnt let us change the general shape of the landscape. If you build your city on a slope you cant change the slope to be level, or you can't fill in a river. But you should have the option to flatten out certain areas of the city to a degree, the kind of bumps that make a row of houses have one or two houses sticking up 50 meters because there's some weird pimple on the landscape that you can't get rid of.
9.) DECORATIVE BUILDINGS. They have them in NPC cities. Why can't we?
As for some of the other ideas....
Player Starports won't happen I don't think. If they did, NPC cities would become almost completely useless to us. I know the Devs are working on a NPC city revamp, so maybe they'll give us player starports and give us a new reason to goto NPC cities, but it seems unlikely.
Roads won't happen. It would just add to the loading and lag time.
