As an architect, I would not want the building deed itself to be the perk, just the ability to place a deed that acts like a personal outpost. Architects need more building types or floorplans to make, and we would be quite annoyed if something like this came for free. Perhaps the charter could be a deed that can be applied to any building, like a self-powered harvester deed is applied to a harvester.

Iproposed a similar idea for a ranch, that would actually involve a set of specific ranch buildings. This would be a scout or ranger special building that would work in a similar way, and allow for easier production of some creature resources such as domestic milk and domestic meat.
