To answer your question: First off, get a good fishing rod and bait. You don't want a rod below 50%. Those lose fish and bait very quickly and the fish don't seem to bite that well either. There's also a chance you'll catch items that no-one wants, like broken meson telescopes, binocs or wrecked boots. So find yourself a good artisan first and ask them to make you a good rod. If you don't know anyone that can make them, check the bazaar or check my vendor in Caladan Bay, Corellia at 5303 -604. I can currently make good 92% functionality rods. There is a difference if you compare 50 with 92% rods, but i don't really notice any difference between a good 70% or a 100% rod (as long as you use the same bait when comparing - obviously). Rod prices can vary greatly. Some sell 28% rods at 500 credits while others ask 2000 for it. Avoid these, they are worthless. 50-100% rods range from 2000-5000 credits. I am currently selling these 92% rods at 2200 credits. Expensive but you can get this back fast if you get good spawns (shellfishing can be worth it too).

Second is bait. I've done a lot of fishing with the regular bait made from fish intestines and it's good, but gets mushy very quickly which increases the chance of it falling off. So try to forage some bait instead if you have scouting skills. If you don't, check bazaar or ask friends. The better the bait the faster the fish bite. Out of experience i can say Insect bait is probably the best.
